Luck or Strategy?

Is this luck or strategy?

In the 2002 Olympic finals for short-track speed skating, Austrian skater Steven Bradbury intentionally stayed behind, hedging on a crash that typically occurs in the sport. He won Gold when the leaders, including USA fav Apolo Ohno, snagged each other and crashed on the last lap.

Now in Australia, “doing a Bradbury” is used when someone wins unexpectedly.

Of course this was a great stroke of luck for him, however I am confident he sacrificed, worked damn hard, and dedicated himself over many years to secure his place in that race.
